BBC announces pay freeze and no bonuses for managers

More than 400 senior managers within the United Kingdom’s BBC, which employs around 28,500 people, have been told that they face a real-terms pay cut as bonuses and pay rises are scrapped this financial year.

Tuesday’s announcement said that bonuses will not now be paid and pay rates will stay fixed until 2010. The BBC’s executive management board, including Director-General Mark Thompson, his deputy Mark Byford and the Director of BBC Vision Jana Bennett did not take their bonuses for 2009 and have already had their pay frozen. Senior staff will have their bonus plan abandoned whilst junior staff have been told to expect any pay increases to be modest.

The BBC is under budget constraints after receiving a licence fee settlement below the amount management felt it required. Coupled with the effects of the credit crunch, the BBC is believed to need to find £1.7bn in savings between now and 2013 but has seen a further £450m shortfall develop. Initial plans to sell important BBC buildings have been put on hold since the falls in the property market in 2008. The planned pay freeze could save £20 million but risks angering unions who are seeking a general increase of £1,800 per person. Gerry Morrissey of BECTU, the broadcasting union, has already mentioned the possibility of industrial action. He told Sky News, “We have never been in favour of bonuses being paid so believe this should happen every year, and the money go towards eradicating low pay.”

The Press Association quotes Mark Thompson as telling staff “A strategic contingency exercise, led by a senior group of managers, has been looking at what additional funds are needed should we need to put aside additional funds to cover our current estimate of the financial risks we face… We need to be in as strong a position as possible if we are to deliver distinctive content and meet our key strategic projects, such as moving to the new Broadcasting House, moving network production to the nations and funding our broadband future.”

The pay freeze will not affect the Corporation’s highest paid on-air talent, who are on individual contracts.

New York governor Spitzer tied to prostitution ring

According to a report by The New York Times (The Times), New York Governor Eliot Spitzer informed his senior administration officials on Monday that he was being investigated for using a “high-class” prostitution ring. The Times report cites anonymous officials who work for Spitzer. A law enforcement official who spoke to Associated Press on condition of anonymity stated that a federal wiretap related to a recent investigation revealed that Spitzer paid for prostitutes from an online service under investigation.

ABC News reported that, according to federal officials, the federal investigation into the prostitution ring was initially motivated by money transfers which led agents to believe Governor Spitzer was hiding bribes. Sources familiar with the case spoke to The Washington Post and CNN, and said that Spitzer is identified as “Client 9” in court documents and on a federal wiretap.

In a brief press conference held Monday afternoon, Spitzer apologized to his family and to the public, but did not directly admit or deny involvement in the prostitution ring. “I apologize first and most importantly to my family. I apologize to the public, to whom I promised better. I must now dedicate some time to rededicate my trust to my family,” he said, adding that he “acted in a way that violates his obligation to his family.”

Spitzer did not answer questions from reporters, indicating he would have more to say “in short order.” He did not admit or deny any allegations.

The Times’ report alleges that Gov. Spitzer was a client of the Emperors Club VIP, a high-priced international prostitution ring. Last week, federal investigators arrested four people involved with the operation in and around New York. The investigation utilized undercover work and wiretap recordings at various club locations, including New York and Washington, with the latter allegedly containing Spitzer’s voice.

Reports indicate the governor learned on Friday, March 7, of federal investigators’ discovery of his alleged involvement in the prostitution ring. He informed his top aides on Sunday night before meeting with the rest of his staff Monday, according to The Times. Sources for the Fox News Channel and WCBS-TV in New York report Spitzer could resign and be indicted, in which case the Lieutenant Governor of New York, David Paterson, would become governor.

James Tedisco, the New York State Assembly Republican Minority Leader, says Spitzer should resign and state Republican leadership will initiate impeachment proceedings if the governor fails to step down. “Today’s news that Eliot Spitzer was likely involved with a prostitution ring and his refusal to deny it leads to one inescapable conclusion: he has disgraced his office and the entire state of New York. He should resign his office immediately,” stated Tedisco.

Greenpeace founder supports nuclear energy

An article supporting nuclear energy written by Patrick Moore appeared in the Washington Post Outlook section yesterday. Moore was a co-founder of Greenpeace who currently co-chairs an industry-funded initiative, the Clean and Safe Energy Coalition, which supports increased use of nuclear energy. Moore and U.S. Senator Chuck Hagel (R-Nebraska) spoke during the opening session of the 2005 American Nuclear Society’s Winter meeting in November.

Moore says that his views have changed since founding Greenpeace, and he now believes that using nuclear energy can help counteract catastrophic climate change from burning fossil fuels. Says Moore, “The 600-plus coal-fired plants emit nearly 2 billion tons of CO2 annually — the equivalent of the exhaust from about 300 million automobiles.” Moore also cites reports from the Clean Air Council that coal plants are responsible for 64 percent of sulfur dioxide emissions, 26 percent of nitrous oxides and 33 percent of mercury emissions.

“Meanwhile, the 103 nuclear plants operating in the United States effectively avoid the release of 700 million tons of CO2 emissions annually,” says Moore. “Nuclear energy is the only large-scale, cost-effective energy source that can reduce these emissions while continuing to satisfy a growing demand for power. And these days it can do so safely.” Moore points out that the average cost of producing nuclear energy in the United States was less than two cents per kilowatt-hour, comparable with coal and hydroelectric. He predicts that advances in technology will bring the cost down further in the future.

According to Moore, British atmospheric scientist James Lovelock, father of the Gaia theory, also believes that nuclear energy is the only way to avoid catastrophic climate change. Concerns about past accidents in the nuclear industry were also mentioned, as he claims the Chernobyl nuclear disaster as example, calling it “an accident waiting to happen. This early model of Soviet reactor had no containment vessel, was an inherently bad design and its operators literally blew it up”. He also recognized the difficulty of dealing with nuclear waste.

Moore was a founding member of Greenpeace in 1971 and was instrumental in its early campaigns, but left the organization in 1986. Greenpeace is known for its campaigns of nonviolent direct action against atmospheric and underground nuclear testing.

Apple releases new Magic Trackpad, updated iMacs and Mac Pros

On Tuesday, Apple Inc. introduced a new peripheral, the Magic Trackpad, and refreshed its line of iMac and Mac Pro computers, as well as the Apple Cinema Display.

The Magic Trackpad, a multi-touch trackpad for Macintosh computers, allows end users to use certain gestures to control on-screen actions. It supports gestures already seen on the MacBook and MacBook Pro trackpads, as well as the iPhone, iPod Touch, and iPad, such as swiping, tap-to-click, and pinch-to-zoom. However, the Magic Trackpad also supports physical clicking and supports one- and two-button commands. The Magic Trackpad, which is retailed for US$69, connects wirelessly to a computer using Bluetooth technology and has a claimed four months of battery life. At 5.17 inches (13.13 centimetres) long and 5.12 inches (13 centimetres) wide, the glass and aluminium device is slightly larger than Apple’s laptop trackpads.

In addition to the Magic Trackpad, Apple also began selling the US$29 Apple Battery Charger accessory, a charger pack with six rechargeable batteries usable in the Magic Trackpad, Apple Wireless Keyboard, and Apple Magic Mouse. Apple claims that the nickel-metal hydride (NiMH) batteries can last up to ten years before they lose their ability to hold a charge. The Magic Trackpad uses two AA batteries, and can be used with any Bluetooth-enabled Macintosh computer running Mac OS X 10.6.4.

Another major announcement that came on Tuesday was the first iMac update since last fall. The update included mostly internal upgrades, giving consumers a choice of newer Intel processors: the dual-core Core i3 and Core i5, and the quad-core Core i5 and Core i7. In addition, the SD card slot was expanded to allow support for the Secure Digital Extended Capacity (SDXC) format. The iMac is still available at 21.5-inch (54.61-centimetre) and 27-inch (68.58-centimetre) display options, but has upgraded graphics cards as well. The screens use in-plane switching (IPS) technology, allowing for a greater viewing angle. The base model is still priced at US$1,199.

Apple’s line of Mac Pro computers were also given a refresh on Tuesday. Consumers now have the option to purchase a Mac Pro with twelve processing cores, using two six-core Intel Xeon processors. Four-, six-, and eight-core options are still available. The update also includes the choice of adding up to four, 512GB solid state drives, instead of conventional hard drives. The base model is priced at US$2,499 and will be sold starting in August.

Apple also released a new, 27-inch (68.58 centimetre) LED Cinema Display, a 60 percent increase in display area from the older 24-inch (60.96 centimetres) Cinema Display. The new monitor can reach a resolution of 2560-by-1440 pixels, or Wide Quad High Definition, and has a built-in microphone, webcam, speakers, USB hub, and ambient light sensor, which changes the display’s brightness based on external lighting levels. It is priced at US$999 but will not be available for purchase until September.

Last British volume car manufacturer closes down

The last British-owned volume car manufacturer, MG Rover, has closed down, with the loss of 5,000 jobs.

International accounting firm PriceWaterhouseCooper was brought in last week to put the company into administration. Today PwC announced that MG Rover’s only hope, the Chinese car company SAIC, had no interest in buying the ailing firm. With no further source of revenue, PwC has closed the company’s factory in Longbridge, Birmingham and has laid off 5,000 workers.

Some 1,000 workers will continue for a while to complete the remaining cars left on the production line.

The BBC reported PwC joint administrator Tony Lomas as saying “We’ll explore what we would describe as the break-up of the business, we will carry on with the interested parties who want to talk about pieces of the business.”. PwC said around 70 offers for various parts of the company had been made but no serious offers of money made.

Recent efforts to save the company had been centered on convincing SAIC (Shanghai Automotive Industry Corp.) to buy the company as a going concern, but the Chinese company stated it would only buy the company if it’s financial position could be guaranteed to be secure for at least two years. The British government could not make such a commitment due to European Union trade and competition rules.

The SAIC company did buy the designs for the 75 and 25 models and for the K-Series engines for £67m.

The Rover car company has a long but troubled history. It was formed in 1968 after a series of mergers of existing car manufacturers, and was nationalized in 1975 after it ran into financial difficulties. In 1979 a long-running deal to collaborate on developing new vehicles was established with the Japanese company Honda. In 1988 the company was privatized and was bought by British Aerospace. In 1994 British Aerospace sold the business to BMW, who then sold the Land Rover brand to Ford and finally sold the company in 2000 for just £10, retaining the well-known Mini brand for themselves. The MG Rover company was run by a private group until its collapse.

MG Rover has not launched a new model since the 75 was introduced in 1998 during the period of ownership by BMW. Their next newest model was the 25, originally launched as the 200 series some ten years ago. Rover also produced the 45, which dates from 1990, and the ZF sports car first launched in 1995. Sales of Rover cars accounted for just 3% of the UK car market in 2004.

Tony Blair announced a £150 million support package for the recently unemployed workers of the MG Rover plants, though it has been claimed that his generous offer may be more as a result of the nearby marginal seats in the upcoming elections than compassion on his part.
